They having the same last name is because Rakugo as an art still work like old time / high medieval artisan apprenticeship. To become an apprentice is like devoting you life to it and becoming part of the family, which i why everyone who joins the Arakawa school take the Arakawa as they family name, at least as a performer. So the main rakugo characters we saw are all from the same school and had that as family name, so should be Akane when she becomes an apprentice of Arakawa Shiguma, and so was her father before he was expelled. This is also why being expelled is such a big deal. It would be like having your right to perform as an artist taken away. He could have tried joining a different rakugo school, if any would take him, but then still would be starting from 0.
