Interesting theory on intelligence and ESP ability! The new spinoff is, I think, a Certain Darkside ITEM (Toaru Anbu no Item). It's actually supposed to be a prequel taking place before Railgun or Index start, but featuring the past of some popular characters introduced in Railgun's second season, Railgun S. Because of this, I think it's a matter of taste whether you see it in or out of release order (kind of late Fate/Zero vs. Fate Stay/Night, etc.)
