You have to remember there is a difference between “Demon Lord” the social position and “Demon Lord Seed/True Demon Lord”. You don’t need to be a True Demon Lord or even have a Seed to become one. You just need to declare yourself one and then fend off all challengers, which is what Leon did when he killed Kazalim and his entire army alone. Draguel and Ramris don’t have a Seed because they biologically can’t, being a Spirit and a Giant stained to the core with holy energy respectively.
