Overconfidence aside, I get the impression that Law Enforcement in Academy City is (1) Touma or Misaka handling it (2) Kuroko (of the student auxiliary Judgement) handling it and (3) Anti-Skill arriving to cart off what's left of the unconscious bad guys.
