In Index episode one, Touma says AC is one third of Tokyo.

One of the things I like about Railgun is that things like RSPK syndrome and its relationship to poltergeist phenomena are "real life" terms and concepts used by actual parapsychology researchers.

Academy City is part of Metropolitan Tokyo, but an independent city within it and also a gated community with its own walls. Tokyo actually includes some 26 "cities" - municipalities with their own urban governments etc. - in the real world; I believe AcademyCity is modelled on (in terms of buildings, streets , transport system, etc.) the real-world western Tokyo city of Tachikawa, and can probably be assumed to be in the same place. I read that at one point when Index and Railgun were at the height of their popularity, the real Tachikawa city added Index/Railgun images to some local vending machines and sold drinks etc. inspired by Mikoto's favorites.
