This is the 1st time Uiharu appears in Index

Do you remember the satellite that Index's dragon breath spell shot down back in season 1? That is the space wreckage thing they showed at the beginning of the episode, that satellite housed the supercomputer for academy city, and since it got destroyed a lot of stuff that relied on the computer to model and process like weather forecast could not be done anymore, which is way they "are perfect until recently". It is also why Kiyama sensei couldn't get access to the supercomputer to model her data and save the kids and resort to using level upper. The timeline between all toaru series is very compact, so all the events can have a lot of collateral impact on other events/stuff that you’ll see from another show in the series. These are all things they actually have showed in the episodes you’ve already watched but since Index is super rushed, they don’t really have time to slow down and give emphasis on detail like this to show you the significance etc. Also you are correct in this is the first time Uiharu mentioned, she is a minor sub-character around Misaka originally, and only become way more important due to the spin-off. That is the same with Saten as well, in fact Saten first appeared in Railgun before ever appearing in index (inlcuding the LN), she was a character created by the Railgun spin-off that made back in to the main series later on. Which is why you won't see her early on in Index.

I did notice Uiharu is in the opening credits of this season, so her showing up wasn't too surprising... (no Satin in the credits, though.) I always like it when the more "scientific" plots of Railgun-esque blend with the occasionally more "serious action" of Index (as was the case with the Accelerator arc). Plus a Kuroko episode with her being more serious and getting a nemesis is great.... I could see a Certain Scientific Teleporter as a Kuroko-centerd spinoff, though this is largely redundant with Railgun....
