Yeah the necklace is a tracking device. Remember when he put the tracking device in the pendent on the necklace right after he bought it in the last episode? I think maybe she turned her phone off because she knew he would be upset if he knew she went there by herself after he asked her not to.

For Bong's character, they've tried to establish that she isn't a strategic person, she even did poorly in school. She reacts emotionally to things. Her training helped develop her character a bit, but I think her arc completion is still on the way 😉
