Shishou did not necessarily turn a blind eye. He couldn't have, as while all of the abuse is happening, he was at the palace serving as a high-ranking official. He never really went back to "Shihoku-shu" (Northern Province) until the plans for a full-out rebellion started. He only went back to the stronghold after Maomao was already kidnapped. As of Episode 16, Shishou is still at the palace having his meeting with Lakan and Ah Duo/Jinshi, which was 10 days after Maomao went missing.

That is exactly what they did with Lakan. They portrayed him as this evil character. But guess what. Tragic.

They children weren't in body bags, they were wrapped in blankets. Their faces were uncovered. If the children drank the resurrection drug, at least now they haven't been left behind. One step at a time. They haven't been buried yet. Maomao is still keeping track of them. When Lahan was saying that it was too bad Jinshi wasn't a woman, he was talking about his own tastes, which is why it mattered to him. The man you thought was Lahan before is named Rikuson. As you noted, we saw him before (twice). A lot of people in other reactions didn't recognize him at all, the difference is that he was wearing a hat previously. He's Lakan's assistant.

"i probably look like im on the Sun right now" my first thought when seeing the blinding white jacket and red shirt was "Kazuma Kiryu?"
