Shisui's note is not about what could've happened or their plans, it's a note about what's going to happen to the empire moving forward. Remember, Shisui did say that she was going to use it as a leverage for her life, which mean it's vital information that only she would have the best knowledge to about what's going to befall the empire regardless of whether the Shi clan survives or not. It has been teased a few times this season (even in Opening 4), and it's going to be a significant plot point of the first half of Season 3, but that's all I am gonna say for now. If you watch the teaser announcement for the next season (already released!), you will probably have an idea to what it will relate to.

Just a fun fact, in case you haven't noticed (I haven't watched the full reaction yet at this point) but the very first scene of the Season 2 Opening 2 is a drop of liquid that turns into black void before showing a blurred silhouette of Maomao looking somber with her eyes hidden behind the title card. If you guessed right, yes. The beginning of this opening is Maomao crying, and her tears smudged the black ink of the letter Xiaolan left for her. The depiction of this scene is way heartbreaking in the manga/light novel as Maomao reached a point where the written characters are starting to become illegible because she couldn't hold back from bawling her eyes out so much. It is emphasized a few times in the story about how opulent and expensive papers are, but Xiaolan still went out of her way to get two sheets just to leave letters for Shisui and Maomao. She also had an inner monologue of how little chance she'd actually have seeing Xiaolan moving forward and the fact that Xiaolan wanted to eat ice cream together with them again will also probably be the same message that the other letter will have, except the person that the other letter was addressed to isn't gonna be with them any more... which made her cry even harder. I'm sorry I went on and on about this, but it hits different knowing what actually happened in the light novel, versus what little was shown in the animé.
