The "Brain fully matures around 25" factoid is false. It's become common misinformation for whatever reason, but the actual claim of that paper (which was, specifically, that the prefrontal cortex continues development after adolescence) was that the prefrontal cortex continues to develop until 25 because their experimental group was only surveyed until age 25; subsequent studies confirm that the prefrontal cortex in fact continues to develop new nerve endings well into the 40s and beyond. I think it became a popular fact because people like to believe there's an 'objective' measurable form of maturity we can gesture at, but I'm afraid that does not exist. Your brain doesn't substantially change after puberty unless you count the loss of neuroplasticity that starts occurring around 25 as well. That's actually the exact opposite of development, however.
