Maybe they have been searching for a potential 5th element user for a long time and the baby in the flashback wasn’t will? that’s the only way I can think of that makes the timeline make sense.

We see in flashbacks Will aging at the same rate as Elfie and the others so I think either some sort of time travel is involved, were they sent infant Will to the future, of the baby isn’t Will but maybe Will’s ancestor?
