I realized I never fully drew Symat in his formal garb, doing his job. The prince's job is to curb the rougher edges of Siania. meeting with, going after, and sometimes back-alley deals to, criminals and other unsavories that are hard to reign in. They generally won't deal with the political arm or the religious sect, so the royal family is the only way, and the Prince is not an heir, so perfect proximity to get deals made.
