One of my oldest custom-made maps that i composed using the defunct Pixelactive Cityscape 1.8.3 and Autodesk 3ds Max. Map was, after development, converted to Grand Theft Auto IV by me and later to V by Heni on GTA5-Mods.com, the retexture pack was done by GTAEU-MODS

t start since. Nothing I do stops R* updates on steam.

Just copy update.rpf (openiv should notify and offer to do this automatically), and install the mod from the beginning.

It may be wise to backup entire game(if you can afford disk space), or at least most crucial files so that you can restore them. You can run Steam in offline mode, and if online, best you can do is change download settings to have game update only during runtime. This gives you at least partial control.
