The home owner's association president came to personally conduct an inspection.  Her ability to find any fault is legendary in the industry.It is the new home owner's responsibility to take care of any issues that are discovered.

Yeah, they really should not have the level of power they seem to do. I mean, having a code about keeping the Outside of the house in good shape (e.g. Fence is not rotten/rusted, walls are reasonably clean and intact, windows not broken...) is fine. They should however not get to dictate how the house is styled (e.g. Paint Colour, What is planted in the yard, Shape of the veranda...). And they definitely should never have a say in who or how issues are fixed...
