Should we develop the story with the Goblins and explore their story more? Or add a new race to the game, such as the Dwarves, and evolve them into separate storyline?

For my opinion better firstly develop the story with the Goblins as side quests and in future to add a new race - Dwarves.

I say go with goblins, flesh them out more then later add in dwarves or even halflings
