The heavenphone does not come with the option to block numbers because, surely, who would there be to block in paradise? Hellphones come with what appears to be an option to block other numbers but when you attempt to do so not only does it not work but the other party is informed of your attempt immediately. Aziraphale got around this snag by never acquiring his heavenphone, instead using the celestial equivalent of a payphone (the summoning circle) which does not take messages of any form. Crowley kept destroying his hellphone "accidentally" so now communications occur on his radio or television or, if the other party is feeling particularly vindictive, his brain.
