Well last season remember the doctor was the one making copies of quirks in that lab and AFO always had the originals. But they also stated that AFO gave shigaraki the original AFO so he just has a copy of that also on top of having copies of everything else, so that could be the effect he was talking about

OH RIGHT!!! Thank you, see, this why I be needing y'all for the reminders. I think I remember seeing that he gave AFO to Shigaraki but it made sense cause his body is stronger than his and that's where they're going to merge.
