Itami

the first time in 5 years thing they said was that they are organizing a preliminary stage. Usually so many teams do not survive and they directly jump in to the third stage, but with 21 of them, they need to cut them down a bit before the final stage. You got the politics just fine. It's basically a dick measuring contest between "allied" nations' ninja villages. They could easily conduct these tests on their own in their own villages and promote candidates they deem suitable for chunin without the other villages, but they make a big show of it. Every village shows off their best genins who have potential to rank up. They get to size each other up. Because while the villages and nations may be at peace, war could break out anytime with power imbalance. The candidates are fighting for their lives to win and get promoted, and in doing so they show of their best. And as you said, in the final stage, feudal lords of different nations are all gathered to watch (the big shots, the ones who hire ninja for the major missions that also pay really well). And so the "tournament arc" isn't so much about who "wins" but what they can show off. So the feudal lords get to see which ninja village has the stronger ninjas.
