I'm confused. How did Kushina get 3rd place, when in the polls it showed that Hinata was 2% higher than her?

Voting Power which is added after the end of a poll, adds up the total value of each voter's votes and that's the final amount of votes (or points) each character received. Kushina got 5 votes, but with Voting Power it added up to 19. Hinata got 7 votes, but it only added up to 11.
