Arendelle had been suffering due to the raids on Arendelle's supply caravans. The Minotaur's being the brutes that they are did not care and took the caravans for themselves. Something needed to be done. Elsa found a solution. She made a deal with their leader. He and his warriors can enjoy her from time to time if they would leave Arendelle and its caravans alone. The leader agreed. Arendelle's problems with them went away rather quickly.
