The Goblin Kingdom exists to the northwest of Arendelle. Far enough to keep some distance but close enough for frequent travel.
And its all underground.
The tunnel network of the Goblins is vast and extensive. It reaches quite far in all directions. It has connections to the Orc Kingdom, the Lizard Kingdom, the outskirts of Arendelle, and the Minotaur Kingdom.
But not the Wolf Den. (The Wolf clan detest Goblins and kill them on sight)
Goblins tend to be everywhere.
They do a large amount of trade for both goods and services. And of course in information. One of their most valuable assets is their knack for acquiring vital information and using it to their advantage.
This is what led the Goblin King to make a pact with Arendelle similar to the one the Orc King did.
When Queen Elsa made the pact for trade and 'other things' with the Orc King the only two people who knew were Elsa and Anna. Well at least the full measure of the pact. The citizens of Arendelle only know their managed to halt Orc attacks on their caravans and begin a trading partnership with the Orc Kingdom. Not all of the citizens were onboard at first. But, when they saw how lucrative the trade and non-aggression pact made Arendelle they warmed to it rather quickly.
The 'special' secret portion of the pact was not known to anyone but Queen Elsa and Princess Anna.
And that was because they were the pact. Two incredibly beautiful women were to provide pleasure to the Orc King (when he so desired) and to the Orc delegation that arrived every 2 months for 'trading and negotiations'.
The secret of the secret here? Elsa and Anna both loved the pact! Both of them absolutely love having the Orcs come and pleasure them. Or is it Elsa and Anna pleasure the Orcs? Depends on your view. They both benefit.
And then the Goblin King found out.
At the time, the Goblins were nearly as big of a problem as the Orcs were before the pact. Raiding Arendelle's farms and outlying communities. Raiding their caravans and so forth.
Like the Orc King, the Goblin King was very infatuated with the Queen and her beautiful sister.
So he learned of the details of the pact and went himself with an entourage to Arendelle under cover of a rainy night.
Queen Elsa met with him and together they created their version of the same pact the Orc King had arranged.
Problems with the Goblins stopped immediately.
Something about the Goblins intrigued Elsa.
She was turned on by the idea of them having at her.
And so it came to pass that every 2 months (or whenever it suited Elsa or Anna) a delegation from the Goblin Kingdom would come and there would be 'negotiations'.
