15:22 That is a fan event. In Kpop concert, sometimes plan a little event for their artist in the concert to show love and gratitude. The event is often pre-planned via official fan page or social media. The fan event was started with fans organically planned one online to surprise their artsts but later turned into a part of the concert that is planned with Ent. Most of the event is either planned by Ent. to give more entertainment content for fans or a Union of big fan sites contact Ent and plan one together. The most popular events are 1.turning on flashlight on phone and wave along the certain song. 2.pull out banners, that was handed out prior to concert, at the planned time or song. In this case, BB official website shared two blue images and asked to pull out phone and show the image during Blue performance. It's been so long, I forgot what text said on the image but it might be either 'blue' or 'bigbang'.
