I had something very similar to this many (MANY) years ago - bought from one of those sketchy stalls in a shopping centre around Christmas, back when the argos catalogue was the holy grail. It was UFO shaped / themed and was basically a helium frisbee. The trick / loosely translated instructions was to part fill with normal air and the rest helium to keep it buoyant(?) enough to hover but not fly away. it lasted me half an hour before I pushed the valve out of the seal and was never allowed to ask for anything from stalls again.
