The context of the boxer’s race is more so with the era this anime came out. There was a lot of stereotyping back then

Jason may be stationed in Japan, but depending on his rank, the pay could be a bit paltry. Like say he's a bog standard Airman. Bottom of the barrel pay-wise. He calls the lady "Mama" as she's basically the Gym Mom, someone all the other guys look to as a Motherly figure. Given that he's stationed so farm from his home, he's got to be hurting for a little TLC. That aside, he's such a good bloke. It IS easier to root for Ippo if his opponents are dirtbags, but that's part of the charm of the series. He goes against all kinds.

They toned down the race stuff a lot for the anime (thank god), in the manga Aoki puts on blackface (Takamuras dumb idea) to try and spar Ippo and shake the nerves about it all...
