Yeah, Regulus was utilising his Authority of Greed ("Lion's Heart") to freeze the time of water droplets, turning them into deadly, unstoppable projectiles. The water wasn't actually "frozen" and turned into ice though - it's just that the "time" of the water was. So it was still just water - not ice. But the appearance was made to be solid because of the time stopping.
