If I recall correctly, originally there weren’t even 9 scabbards but Oda changed it. I really wish that wasn’t the case because besides Kin’emon, Kanjuro, and Ashura they all feel half-baked. This wouldn’t be an issue if he didn’t try to give the other six so many emotional moments in Wano- but because he does it hurts the writing for everyone.
