I think Madara is the only person Kisame really felt true loyalty to in his life. Remember, dude was ready to leave the Akatsuki after Itachi died before Tobi revealed his identity to him. And then went on an extremely dangerous spy mission that ended up killing him. Yet he still made sure that Madara's secret was safe and that the intel reached him. Kisame's backstory does a great job in explaining why Madara's plan can be so appealing, because Kisame followed the shinobi lifestyle, and it left him hollow and confused on his purpose. That's why he was happy in death, because it was finally for something he truly believed in.
