Hus think of it this way. Sasuke has Sharingan eyes. For every other ninja who wasn't born with them, its definitely unfair, but it is what it is... its part of his power. Also beyond that Sasuke has the Eternal, which is even more rare among the Sharingan. Sure it was sort of gifted to him, but its counted when speaking about his power. Naurto has a tailed beast, but it's not like he just won life. He had to work extremely hard and have a positive mental state throughout. For example we know previous 9 tailed owners like Kushina. She never mastered the 9 tails because she didn't put in the work / have the mind set to try. Naruto definitely earned the power to be factored in when comparing to others. Also now that I'm saying this Sauske having the Sharingan literally gave him a harder life. The village tried killing all the Uchiha! Its not like he was just chillin with a silver spoon in his mouth.

To Heats point, Naruto is definitely the strongest, but it's shown time and time again he's reckless. Think of who was the only Genin to pass the Chunin exam, Shikamaru. But yet, he lost his match, and he's by far not the strongest. It because your rank goes up with maturity, experience, and strength. Not just raw power. In Chio's case I think she was probably way more mature than Gara, but then again maybe not. She seemed to have like a big growth moment when listening to naruto. Also she definitely didn't care about responsibility (she let Dedara practically nuke the village before stepping in) so there's an argument to say shes not really that mature.

I think Heat is right. A lot of the time, the Kage isn't the strongest in the village. If we actually look at the Sand, Sasori literally turned their strongest Kage (until I'm assuming Gaara) into a puppet. I think the Akatsuki being the danger they were challenges the idea that Kage are the strongest because a lot of the Akatsuki are as strong, if not stronger than, the Kage of their erstwhile villages. Also, Sasuke is one of the Four Horsemen of Aura Farming (the others are Killua, Piccolo, and Sung Jinwoo). My boy stays doing the most.

I don't think I fully understood those last few scenes at the end when I was a teen watching this. Thousands of foot prints thinking of Naruto and going to help him as friends and as people who look up to him. You then juxtapose that with Sasuke by himself, just his foot prints. Alone because he alienated himself over a vendetta he really knew nothing about.
