Tbf to Sarutobi, Danzo did lie low until the former died, so I'm sure he did crack down on Danzo to some level. Also, no wonder Leaf security is that bad if they never change the password. No wonder Orochimaru waltzed in, stole someone's identity, and people didn't even suspect a thing was wrong until he made his presence known.
