The Reanimation Orochimaru used was a lot weaker. I think he said back then that the 1st and 2nd were only like 30% of their original strength, which is why Kabuto is confident in his improvements as he was basically able to get them back at basically their original strength and in Madara's case, made him more OP than he was in the past because OG Madara didn't have Wood Style and awakened the Rinnegan when he was basically a broken old man. Also, the scene with Sasuke staring at the village is a mirror of when Naruto did it at the beginning of Shippuden. Obviously, the village did look different after the Pain Extreme Homemakeover, but the comment is much more revealing about Sasuke himself. Sasuke is a much different man from when he left, as are his feelings towards the Leaf. By contrast, for Naruto it was a happy status quo.
