I don’t think the Leaf (and Hokage) were completely caught off guard. I think they just try to avoid war at all cost. Remember, they could have went to war with the village who tried to kidnap Hinata and absolutely smoked em. It would have been completely justified. But war means a lot of deaths so it’s kinda a last resort. Also, that Duck Hunt edit killed me 🤣🤣🤣

Up to this point, the Leaf didn't know that the Sand were enemies too, right(I think)? That's why they killed Hayate(cougher) so no one would find out. So all they know is Orochimaru and the Sound are plotting. Better to wait it out and see who all they are dealing with than to jump into a fight. They probably would have switched up if they knew the sand were plotting too.
