"Badlaa" is Hindi and can be translated as vengeance / revenge. Not a popular S8 episode among fans, but actually one of my favorite standalones. Yes there are many things to nitpick about this episode, especially about the antagonist's abilities. It's a weird one for sure. I think the point was to show that revenge can go overboard. The "little man" targeted simply Americans, more or less randomly, who didn't actively -- as far as the audience knows -- have anything to do with the disaster that Scully found about in the newspaper article. That's how I personally interpret it. He lost his son, and perhaps also some other people close to him, and he went crazy with the ultimate goal to go after Americans, no matter if male, female, young or old. The only thing I dislike is the ending, and I don't mean Scully's conversation with Doggett about Mulder, but the ending of what appears to be the same man back at the same place two weeks later. I'm not sure if they wanted to show that he actually survived, or it's a different guy with the same/similar abilities who looks exactly like him. I'd prefer if it were the latter, because the former makes his powers so strong to the point of being ridiculous. Despite several ridiculous aspects that can be nitpicked, great episode (for me personally), and overall great reaction video. :)

oh wow I remember this episode being so much creepier than it actually is! As always, great to rewatch it with you guys, had no memory of that last scene with Scully, she really killed it.

Surely one of the weaker episodes this season, at least for me. I was surprised that you recognized Chuck. 😅 He's really a very, very rare, underused character. He had his first appearance in season 2, episode 21 "The Calusari". The writer you was looking for, is John Shiban. He's with the show since season 3 and is one of the main writers, but also the weakest among those. You're right, his writing is hit an miss, and some of his episodes are seasons worst. At least the ones he wrote on his own. He did a lot cowriting with Chris Carter, Frank Spotnitz and Vince Gilligan, and some of those were really good. Really nothing more to say about this one, but the season bangers are all yet to come. Looking forward to those. 👍🏻
