You already know that the Drakh are pulling the Centauri strings... It's the Drakh who are taking out jump-gates bc they don't give a flying F about interstellar commerce. The Centauri would NEVER do something so insane as that.

The three aliens that were -whatevering- Londo, you have seen them before in the Season 2 ep All Alone in the Night. Delenn called them the Stribes, and they did work for the Shadows. That other guy's race has been mentioned too, in an episode shortly after the Shadow War ended, and possibly even spoilery in a previous comment (sorry if that is the case). Recall that right after the Shadows and Vorlons left with Lorien, there was an evacuation of Z'Ha'Dum. At least two fairly major races were among those leaving - with Shadow tech! It's all starting to be revealed now.

The minions of the shadows aren't just specifically trying to carry out the shadow agenda in their absence, they are also a bunch of angry children who are trying to punish the alliance for taking their overlords away. They are lashing out in fear and retribution and just want to make the whole universe burn. The Centauri were picked out because the Centauri blew up all the ships they had parked there during the war... so they are a particular focus of their anger, but destabilizing the whole alliance is their goal, with the idea of furthering the development of the races being at best a tangential benefit from their perspective.

On a separate note, the discussion about building a more powerful White Star is something that ends up being a part of the Crusade series.
