Mr. Wells was way back in season 2ish, one of the Nightwatch visitors early on. He sure does know how to survive political changes!

In JMS's ordering, this functions as the last episode in the series. The sub plot about the paint and uniform changes is in part a dig at the TNT network and their constant micromanagement while they had no interest of the series actually moving forward. The four year window focus without giving a crap about Dureena's people reinforces the idea that Earth only cares about Earth.
