I may have gotten a little annoyingly heated in this episode.

All students are SMART in some kind of way. There are multiple ways to show intelligence and you just need someone to show you what those strengths are. It also takes trust in the student to allow a teacher to show you that strength.

Koro-sensei saving his students made my heart swell. I love this octo-guy...!

I personally think of Terasaka as a product of society, what i mean by that is that words are strong, and if someone heard them enough, it could wrap is mind. If Terasaka heard or saw from a young age that power is all, he could have put him on the path of the bully, but as soon as he entered this school, he saw that what he thought was "power", mean nothing here and that now, himself mean nothing, so he started to live his life like he was nothing, thinking that the other in this class thought the same... But everybodies is different and Koro sensei show them that, Terasaka was just too wraped in the propaganda he grew up, to open his mind to a different view, which happen at the end. He admit himself he isn't a thinker, a leader, but someone that put his body on the line, acknoledging that, is already a first step in the direction of knowing yourself, your strenght, and what you should and can do, some good roots for blooming in your real self, with proper soil, words of encouragement.
