I dont think they've clarified exactly where Adam received his "dragon blood" from. But Corlys, is a Valaryon, and that family has been married into the Targaryens several times over the last few centuries since the Doom of Valyria. And since they're Valyrian, I would assume its possible before the doom, they had marriages with other dragon riding families a few times here and there. Its likely he just picked it up from Corlys I would assume.

Well, I won't spoil any future story beats, but just from the lore that we have, that's not quite how it should work, at least in theory. Corlys says himself "we were not dragon lords" and therefore wonders if Addam got his dragon-riding ability from his mother, because he doesn't think he got it from himself. As to whether the Velaryons and Targaryens intermarried in the past, ehhh, maybe. Yes, the book histories say they did but that doesn't mean Corlys himself has Targaryen ancestry, we mostly hear about women from House Velaryon marrying into the Targaryens, not necessarily the other way around, and even then, it might not have been into the main line. And even if it was, would it really have been any more recent than supposedly Ser Steffon? But especially in the show, they seem to have established that the Targaryens and Velaryons hadn't intermarried at all before Corlys and Rhaenys, from the way they talk about it and also obviously from how different they look in the show. All that being said, it might not matter. Velaryons might have the innate dragon-riding abilities just like the Targaryens, or maybe it might not matter at all who you are in the first place, it might just be ancient propaganda. Something the original dragon lords came up with to discourage other people, especially commonors, from even attempting it. It's not like "normal" nobles (without dragons) weren't successful in this world as well as ours in convincing the people that they're somehow special, or even ordained, because of their "blood" or ancestry or whatever in order to retain power across generations, when we now know that that is obviously nonsense. There is nothing genetically special about nobles, except for certain recessive genes being more common because of inbreeding... And if you have dragons, that claim of being more special than other people is obviously even easier to defend and propagate across centuries. We already saw Jacaerys once dismissing "the histories" on the basis that they were written by Valyrians who obviously had incentive to make themselves look good. And I don't think we have any hard evidence that dragons would never accept a non-Targaryen, and they reject plenty of Targaryens too. So who knows. But at any rate I don't think we should assume Addam's ability comes from Corlys.
