A lot of the story is told in hints and off hand references, it's told through wider context. On first watch I too though Ziggy was just an annoying idiot, but all the little details make him a much more complex character. Well, we'll see what you think further into the show. But yeah - that scene at the docks was meant to be a sort of reunion of father and son - Frank was shocked to see Ziggy burning the money like a rich douchebag and doubted his choices as a father, saying he should've sent Ziggy to college instead of keeping him at the docks - but Ziggy started talking about all the dockworker and union related stuff he remembered from his childhood (one more instance of "what you grow up into"), showing Frank that the past and tradition matters to him too.

The portly gentleman that Sergei and Nick talk to is Prop Joe, he was in a handful of scenes toward the end of Season 1. He's probably got a proposition for ya

For Nick being concerned about the chemicals you gotta understand the context of the time the show plays in. This was just after 9/11. People were concerned about terrorism on that kind of scale. There was always some scare in the media about potential terror attacks, biological warfare, weaponized germs, and chemicals. Anthrax attacks were a thing. You'll see a similar thing in the Sopranos. Tony is a ruthless murderer and sociopath, but when it's about terrorism from muslims, he's on the side of the feds.
