Agent Koutros wasn't crooked. The Greek is his confidential informant (CI, in the parlance). Koutros keeps him out of jail, he feeds Koutros information (similar to the deal Kima has with Bubbles, but on an international scale). The Greek of course is just using Koutros. He gives him information on a Columbian gang that he's angry with because they wouldn't pay him the amount agreed for services (hey, this sounds a lot like what happened to Ziggy). Texting was certainly a big thing at the time this was produced (late 2003). But it caught on earlier in Europe than in the US. My understanding is that carriers in the US at the time were signing up customers by giving away a lot of free minutes. In European markets (please correct me if I'm wrong here) call time was more expensive. Texting uses much less bandwidth, so young folks caught on to that quickly. American kids picked it up later, not to save bandwidth but because it was cooler. At one point American cell carriers even tried to charge extra for texts even though they cost the companies almost nothing compared to calls, but they had to drop that due to competition.

I think the purpose of this revelation is basically to show how absolutely insane the US government was in pursuing counter-terrorism post 9/11. The Greek is responsible for more human misery than the terrorists, real and imagined, the FBI was hunting. I'm old enough to remember how the government played up the most batshit implausible scenarios after 9/11. Sleeper cells? Large scale chemical weapons attacks making people think they had to wrap their homes in plastic? All those "terrorist plots" that were foiled that were basically just entrapment of idiots. What a stupid time to be alive.

It's hilarious to see Dominic West (an Englishman) as Jimmy McNulty (of Ballmer) try and pretend to be an Englishman. He had to make his accent, uh, not spot-on 😆 ...also, BUNNY!
