King Cold: Stronger or weaker than Frieza? That is still a topic that people are still discussing because we do not know the exact answer. It's like one of those things will never get an answer for. For example in Trunks's future timeline, where did he get the sword? Did his mom make it or did someone give it to him? Many believe that it was the same sword that Gohan used when he first started training with Piccolo. But who knows. I wish I had more evidence to help give you a proper answer.

This is why Cell was one of my favorites, his backstoy was well explained, and was a perfect combination of everyone: The same physical build and speed as Frieza The strength of the Saiyans The intelligence and regeneration of Piccolo/Namkeian The skill and techniques of an Earthling. And this is just him in his imperfect form.

Also, for anyone who is confused timeline wise, I will explain. The Trunks that we know is from 20 years in the future. The Cell that we know is from 24 years in the future. Meaning that there is still a Cell in Trunks' timeline. Also the one that's underneath Dr. Greo destroyed laboratory. So that's a total of three different Cells. Confusing, huh?

King Cold is actually weaker than Frieza, to the point that he never even needed to transform, because he couldn’t. Unlike most beings who transform to increase their power, Frieza’s forms are actually in reverse: each earlier form is a way to suppress and control his immense energy. His power was so overwhelming that he had to compress it into weaker states just to manage it. That means his final and fourth form, isn’t a power-up transformation, but his original, true form. King Cold, lacking such overwhelming strength, never developed or required this kind of control, which further proves he was far below his son’s level. Also I believe Gohan saying there’s someone stronger than Frieza is just a mistranslation lol

probably the most notable plot hole in the series, but since Cell is from a future where Goku is dead, Trunks wasn't around to kill Frieza and King Cold to have his dna, as Goku would have been the one there to kill them. Kinda wish they had fixed this, but it is accurate to the manga I suppose.

Didn't cell leave like 3 years after Trunks originally? So he was a super saiyan and there was plenty of time to get his DNA.

yes, but Trunks wasn't around when King Cold and Frieza attacked in Cell's timeline which is when he said he could have gotten his dna. As for Cell having plenty of time to get his dna, possibly, it just depends on how Cell's development works and if the robots were still collecting dna for him. I mostly say this because he didn't get any of future Gohan's dna which would be weird considering he was easily the strongest in that timeline before Trunks came along.
