The reason they tend to call Lieutenants like Rangiku "captain-level" is solely because the literal translation of Fukutaichou (副隊長) is vice-captain. So lieutenants are "captain-level" from that perspective as long as you remember that non-Captains like Renji and Ikkaku having Bankai is very unusual. The English version of the manga as well as the English dub and official subs of the anime use the Viz localizations rather than the literal translations. It's a big problem in English dubs and subs (and why I get irritated by the sub vs dub debate when they are both translations of translations) but its worse for shows like Bleach and Slime where names are so important and the authors put so much care into the specific characters they use only for the English localizers to bungle it. It's why I'm so impressed by these current subs that you are watching for Bleach.

So, a lot of people look down on Omaeda for his goofy behavior, but they seem to be missing that she's the one dragging it out, because she wants to analyze the full capabilities of the Arrancar. As we've seen, they BOTH could have finished those battles in seconds, but its Soi Fon delaying things and Omaeda is constantly looking at her to check/wait for permission to go all out. Him goofing around and pretending to be weak is just him being a good VC and following her lead.
