You asked for more background and here’s my take on some of it / just a theory: There’s a line in her title track of the TTPD album that references a “tattooed golden…” (I won’t give away the line) and I think it’s a shoutout to Dress (“golden tattoo”)…especially now that we know about her 10-yr situationship history with Matty Healy and how they met and were rumored to first be dating before Reputation came out. And really especially with all the “secret moments” lines. And yes, Matty had a buzz cut at the time (aware Joe did too though). I asked this on a FB page dedicated to Taylor and The 1975 fans and they found a picture of Matty with a buzz cut at the time.
