Don't know if you guys caught it but what Fyodor wrote on the page was that members of law enforcement would not believe any evidence that the Detective Agency is innocent. But Tachichara was in a weird place where he was a government agent but had also been a Mafia member for a long time. That's why that the scene with Tachihara asking Hirotsu if he was cut out for the Port Mafia and being told he was a real Mafia member was significant. His position in the Mafia was why the page's instructions to not believe evidence of the Agency's innocence didn't work on him.

Oh we see yeah since he is split in between Mafia and Government agent, the page did not really fully work on him, so that backfired on Fyodors end. We were thinking just simple free will thinking was making him think twice about all of this.
