Misa remembers Light not because of a special exemption but rather because he exists outside of the notebook. Light + the notebook = Kira. So if you take away the memories of the notebook and everything surrounding it you are still left with Light himself. If you remember, Miss was grateful towards Kira but it was in meeting Light that she fell in love with him, so that love remains despite her not knowing the full degree of her connection with him. Misa was GRATEFUL for Kira but LOVED Light.

Very few people really understand Matsuda’s relationship with Light, and especially with Chief Yagami. In this episode, when Light says, “I personally think some criminals would be better off dead too, so I guess that means I could be Kira,” Matsuda immediately stands up for him: “Light, I think the same thing! That doesn’t make you Kira!” Matsuda sees Chief Yagami as something of a father figure. And Light, to him, is almost like a brother. In Aoyama, Light even decides to introduce Matsuda as his “cousin,” and honestly, that’s not too far from what their relationship feels like. To Matsuda, the Yagamis are basically family.
