Darin Morgan, the writer for this episode, also wrote "Clyde Bruckman's Final Repose" and "Humbug" and you can absolutely tell; Scully is tired of everyone's shit and Mulder is not having a good day and getting roasted left and right.

Given how heavy and disturbing this show can get, the occasional quirky/giggly entry is needed I think. It doesn't surprise me at all that there is at least one episode written by Darin Morgan on everyone's top 10 list for the series.

Also delightful and something I forgot to mention: 'Director Kim Manners was very pleased with the way the cockroaches 'acted', noting that "every shot I wanted to get, they got." Cast and crew members later recalled that Kim Manners began giving orders to the roaches. Cinematographer John S. Bartley explained, "When I saw Kim Manners talking to a bucket of cockroaches, that was a highlight for me."'
