During the time of the Conquest, the Iron Islands ruled over the Riverlands. The King there was the King of the Isle & River. The Crownlands didn't exist. They were disputed lands between the Stormlands and the Riverlands. After the Conquest, the Riverlands were their own entity again under House Tully and Aegon created the Crownlands. The Crownlands arent really a Kingdom, but a geographical line. Dorne also wasnt really a kingdom, but a principality, but Aegon probably saw them as a kingdom and thats why it was named seven kingdoms, cause he had to conquer these seven kingdoms at the time.
