That scene between Kendall and Tom might be one of my favourites of the show. Tom is such a clown that it's easy to forget but nah, he's strategic, observant, and intelligent as fuck. He's awkward but he CLIMBED here and is fighting to STAY here. It's like watching Tom break his own character of the bullied sub and giving his own real opinion for a moment

They said California Raisin (and iirc correctly Logan once joked about him being out in the sun too long or something like that) and he's obviously GOP so I think the inference is that he's an older Reagan-like guy from CA with a wrinkly face. And while someone like Rome wouldn't care about making a black joke in private I don't think that Michelle Anne lady (who's his Chief of Staff? forgot her exact position) would tolerate that being openly said it if it was racial.

Nah Mencken definitely knew Logan was there and Logan could definitely hear him. He even had a wry little smile about it, he respected that Mencken wasn't afraid of him. I think it was supposed to serve as a contrast to Boyer who was practically begging for the chance to kiss Logan's shoes but only earned his contempt.
