He kiiiiind of explains why he can't do it himself, but it's kind of ambiguous. He claims that it's his duty to see "God" brought back into this world, so I suppose he believes it's his duty to bear witness (i.e., Sheera is correct). It's probably that, mixed with some cowardice that he could only overcome once Historia rejected him. Other than that, there's literally no reason that he couldn't have inherited the Founding Titan himself.

i have some supposed reasons. the whole becoming god thing has become a generational power. its supposed to be passed down to younger people, or else it would fuck up the whole order of things...meaning he might've been the last king ever. he doesn't have any more kids, and no wife to make any with. i dont think he would've been able to convince historia to have kids to pass it onto either. plus, considering historia's fucked up life situation, he might've though that its her destiny in some way. either way, the future of the king would land on historia's shoulders sooner or later. but deep down, he's still a bit of a coward. i do believe he's turned his bystander role into some holy duty. fear must motivate him in some way.
