My interpretation of the memories that Historia got from Rod was that he was telling the truth and believed what he was saying. He really did plead with his father to stop the titans and liberate humanity . His brother believed that once the power of the titans transferred from their father to him, that he would be different and choose to liberate humanity. The same goes for his daughter Frieda. Despite promising Rod to free humanity, they all chose not to. To Rod, this meant that the information that they got from receiving the power of the titans was compelling enough that they chose to keep humanity in the walls. I think those memories show that he was doing what he thought was right and serves to blur the lines between which side was correct (Rod/the fake government or Eren and the others)

they didn't choose to keep humanity inside the walls. they inherited, along with the funding titan, the 1st king's will which was to not liberate humanity from titans. they were subjugated by the will that much that they dont even recall wanting the liberation of humanity before inheriting the power. pretty much a curse to every reiss
