Those potions are not infinite, you know. Rimuru ate a ton of herbs at the beginning that are being used as the raw materials, but the fact remains that those raw materials are necessary.

This is probably a bit late, but from what I've seen, Veldora has only reacted in that way (with the same animation) to the Hero who trapped him , Shizu, and now the little girl Chloe. At least to my memory when I watched through the anime that's what I noticed, the show hasn't elaborated more on why this is happening so fudge knows what it's about.
