The problem I think is besides Eren everyone on Paradis before the declaration were just afraid of instigating a war that in the long term they wouldn't win. It's literally just them vs the entire world so attempting to find some solution through negotiation was hopefully some kind of option. Otherwise they're kind of putting themselves back to square one with future generations onward. Plus, Connie's just acting emotional in the moment he has no context to Eren's feelings so I wouldn't blame him, when Eren himself is withholding his plan and acting on his own without them.

A great thing about this arc compared to the previous one is that now there's more factions than just "Marley vs Paradis" so people have less of that "I know character A more so therefore of course I'm going to root for them"

i think they'd have such control that they can make a few titans wake up and have the rest stand still, those few titans go destroy some country and everyone in it, then go back and resolidify. if the titans die then eren+zeke could probs just do what fritz did and turn a few eldians into the colossal titans to replace them x.x
